“Letters of Marque and Reprisal” is basically signing a mercenary to take care of the pirates. Here’s the reason I like it, the pirates are mercenaries themselves. They are fighting for money. Obviously, the mercenaries sent out from the US would have to abide by our law. They wouldn’t be taking away from our military, which is the biggest thing. What do you guys think?
